Sandakan Central Market Parking Lots "Scandal"



DAP Sandakan Office received a copy of the Minutes of MPS (Majlis Berbandaran Sandakan) meeting which was slip under our door, its review a monthly payment of Rm25,000.00 to Ireka Charng Sdn Bhd, the Joint Venture Developer of Sandakan Harbour Square as “sebagai menggantikan pungutan yuran letak kereta yang telah diambil alih semula oleh pihak Majlis bagi tempoh 10 tahun” with effect from November 2006.

This would work out to be Rm300,000.00 per year and Rm3 million for 10 years that MPS has to pay Ireka Charng Sdn Bhd.

What came into sharp focus now, is the joint venture agreement between Ireka Charng Sdn Bhd and MPS.

Why the parking bays belong to the Developer and not MPS?

What irk us most, base on DAP SANDAKAN own estimates, the parking fee collected by MPS will not able to meet the monthly Rm25,000.00 payment to Ireka Charng Sdn Bhd which only means Sandakan Rate Payers have to foot for the differences and this is totally unacceptable and a complete waste.

MPS Parking Department confirmed it involved about more or less 110 parking bays in front of the New Sandakan Central Market. And we could not establish the actual number of revenue or non-revenue generating parking bays

However, the parking fee charged is Rm0.50 for first half hour and Rm1.00 for every subsequent hour and the working hours is from 7am to 5pm i.e 10 hours per day.

The projected collection at 25 days per month and at 75% collection efficiency, the most can be collected is between Rm15,000 to Rm19,000 per month which mean Sandakan Rates Payer have to subside about Rm6,000 to Rm10,000 as payment to Ireka Charng Sdn Bhd. The cost will escalated even to a bigger amount if the wages and printing material are taken in account.

Why not let Ireka Charng Sdn Bhd to manage and collect the parking fee for the same rate?

DAP SANDAKAN demanded MPS should publish the actual monthly amount of parking fee collected from the said parking bays since November 2006.

Datuk Raymond Tan, Deputy Chief Minister and State Assemblyman for Tanjong Papat should investigate this matter and explains to the Sandakan Rate Payers why this scandalous matter could have happened right under his noise.
